What enterprise procurement teams ask
What's actually different between per-seat Enterprise and Enterprise Unlimited?
Same product, same FIPS / HIPAA / DFARS feature set, same compliance documentation. The difference is licensing: per-seat counts and reconciles against your headcount; Unlimited is a flat-fee organization-wide license at one of three tiers (Silver / Gold / Platinum) covering every workstation under your scope. Unlimited also unlocks the Home Use for Employees program and the Free Sponsored Partner Version, which don't exist in per-seat.
Silver vs Gold vs Platinum — how do I pick a tier?
Pick by starting user count. Silver (£4,195, 1,500 users) is sized for mid-market enterprises. Gold (£12,595, 5,000 users) is sized for large enterprises with multi-site deployments and adds priority procurement support + named account contact. Platinum (£20,995, 30,000 users) is sized for major enterprises and federal agencies and adds architecture review, direct engineering line, custom installer branding, and optional formal SLA. All three ship the identical Enterprise feature set.
What happens if we exceed the starting user count?
Nothing — you can add unlimited users at no extra license cost while your PA Select maintenance plan is active. The "starting user" number is the headcount band your tier was sized for at purchase time. If your org grows substantially (e.g. Silver customer now needs Gold-scale support), we'll right-size at renewal. There's no audit, no true-up, no per-license reconciliation.
How is "the organization" defined for licensing scope?
Typically the legal entity named on the license + its wholly-owned subsidiaries and direct contractors working on your behalf. For acquired companies, simply add them to the scope — no re-licensing. For joint ventures or partner organizations with their own legal identity, the Free Sponsored Partner Version program handles that case. We size the scope to your real org chart at quote time so there are no surprises.
Does Unlimited include the FIPS 140-2 / HIPAA / DFARS compliance documentation?
Yes — at every tier. Same documentation package as per-seat Enterprise: FIPS 140-2 validation certificate references for the cryptographic modules, current VPAT for Section 508, HIPAA validation attestation, DFARS-trusted-encryption statement, and architecture / data-flow documentation for your security review. Supplied as a single PDF bundle with your evaluation package.
Is Unlimited perpetual or annual?
The license is perpetual — installed copies keep running indefinitely. Your purchase includes 12 months of PA Select (premium support and maintenance: phone support, major and minor updates, license-addition rights). After that initial year, renew PA Select to keep adding licenses freely and to keep receiving major-version upgrades; without active maintenance you keep what you've installed but can't add new licenses. PA Select renewal is 25%/year or 50% for 3 years against the Unlimited license fee.
What's the deployment timeline once we sign?
Same day for the licensed MSI installer and license key. For GSA / SEWP procurement, that's after the contract vehicle paperwork clears — typically days to a couple weeks depending on your prime's process. Agency-direct PO is usually faster: PO accepted → license keyed → installer link delivered, often within the same business day.
Can we evaluate before purchase?
Yes — the standard 30-day full-feature trial covers every Enterprise feature including FIPS-validated encryption, IT-control settings, MSI deployment, and audit logging. Run a pilot on a department or a single site, validate compliance against your environment, then convert to Unlimited when you're ready. Trial-to-Unlimited transition keeps the same installs — just licenses them against your Unlimited key.
Foreign government / international NGO — does Unlimited work for us?
Yes. No country restrictions, no site limits. PowerArchiver is exported under standard U.S. commercial encryption export rules (ECCN 5D992.c, mass-market) — covered for the vast majority of foreign government and NGO use. We've shipped to government and defense buyers across NATO, EU member states, and allied governments since 1998. Multilingual edition is priced in EUR for international procurement.
How does this compare to PowerArchiver Educational Unlimited?
Same model, different audience and pricing. Educational Unlimited uses Gold ($995, 10,000 users) and Platinum ($1,995, 100,000 users) tiers sized for K-12, universities, and research institutions — significantly cheaper than the commercial Enterprise Unlimited tiers because the user base and procurement environment are different. Eligibility for Educational pricing is verified via .edu domain and institutional affiliation at quote time. The licensing mechanics are identical.
