Wink Use newer CABINET.DLL

I noticed that PowerArchiver uses oldest CABINET.DLL from Windows XP SP2, which is unsecure and slow performance. I putted CABINET.DLL (5.2.3790.3959) from Windows Server 2003 SP2 and got displacing performance when archiving *.cab archives.
