Skin vs. Toolbar

I don't know if it should be posted in Wish List or ...
In 2005 one can see new skin before use it,
now neither skin nor toolbar are displayed in config window.
And next, all the time I change Skin, toolbar jumps back to Default

And how do I make toolbar names appear in the menu
where the Default one is?
