ZIPX and filename encryption

I've noticed that the ZIPX format does not provide the option to encrypt the filenames of an archive, only 7z format does. Is this because of ZIPX's inherent limitation?

there are some parts of ZIP format that are actually patented... I dont remember if this was part of it, but when we implemented PKI thats what we found out...
