Can't open Quake 2 .pak files

I was always under the assumption that Quake 2's pak files were just renamed zip files just like quake 3/4/Doom 3 archives are.
When I double click on the file, it opens in powerarchiver but shows no items in the list. No files no folders. Running version 2011 (12.00.54) July 7th.

See attached image for what the program looks like after trying to open the file.

do all pak files get this or just quakes pak files?
Do other archivers correctly open this quake pak file?

I'm guessing they structured the earlier version of the pak files differently Mili...the pak files in the quakes after number 2 open fine in PA and display the contents...I tested the pak files from quake 3 earlier.

I actually used another tool PakExplorer, I guess they aren't zip formats after all. Thank you for your response though spwolf
